THE CONCEPT OF CIVIL PROTECTION AND FEATURES OF ITS PROVISION AT THE REGIONAL LEVEL IN UKRAINE

Abstract

The article emphasizes that a special place in ensuring regional
development in the conditions of current challenges of modern times and specific
security conditions of martial law is assigned to civil defense, within which
modern artificial intelligence technologies, digital solutions and the latest
organizational and management approaches are implemented.
It is noted that the breadth of the scientific understanding of the concept of
civil protection and the peculiarities of its provision at the regional level largely
depends on the understanding of the region, a specific interdisciplinary category,
the scientific analysis of which originated in the second half of the 20th century
and is currently being significantly scaled, conceptualized, and rethought in the
regional economy, regional history and within the framework of the development
of regions in the European Union.
It was established that the deepening of the relationship and
interdependence between civil protection and the sphere of use of digital
technologies and cyberspace is included in the range of features of civil protection
at the regional level; the close relationship and interdependence of the provision
of civil protection at the regional level with economic growth in the region; the
transnational character of providing civil protection at the regional level in the
context of the realization of the desire of the Ukrainian people to become part of
the European Union, as well as the implementation of projects and programs of
the government and civil society of Ukraine within the framework of the «Eastern
Partnership» initiative.
