ON THE ISSUE OF STAFFING OF THE SECURITY SERVICE OF UKRAINE IN THE CONDITIONS OF MARTIAL LAW

The article emphasizes that the human resources management of the public
service is tasked, on the one hand, with making the process of making and
communicating personnel decisions as transparent and accessible as possible, and
on the other hand, with regulating this process in detail, ensuring its
normalization and uniformity within the framework of a holistic human resources
management system.
It is noted that in conditions of martial law, the moral and psychological
support of the SBU's activities is especially relevant, the improvement of which
should be directed to the activities of domestic higher education institutions and
scientific institutions, as well as the activities of each individual manager, whose
management decisions primarily determine the moral and psychological state of
the personnel, generate positive or negative trends, which in conditions of martial
law can lead to the disruption of large-scale operations and losses among
personnel, including among unique specialists on a global scale in cyberspace,
OSINT and data analytics.
It was noted that despite the special security reality of martial law, the
personnel support of the SBU, as well as other law enforcement agencies, should
be based on leading HR management concepts that have successfully proven
themselves in business, in particular in the practice of leading international
companies and corporations, the implementation and further improvement of the
personnel management information system (HRIS), electronic personal files, and
automated admissions. Such innovative solutions can significantly simplify the
analysis of personnel turnover, minimize the risk of personnel information falling
into the hands of enemy special services, and ensure the mobility of personnel
units.
