КОРУПЦІЙНА ЗЛОЧИННІСТЬ У СЕКТОРІ БЕЗПЕКИ І ОБОРОНИ УКРАЇНИ ЯК ОБ’ЄКТ КРИМІНОЛОГІЧНОГО АНАЛІЗУ

Abstract

The article is devoted to the investigation of corruption crimes in the
security and defense sector as an object of criminological analysis. A description
of the security and defense sector, its composition in accordance with current
legislation, is given. The shortcomings of the latter have been identified, ways to
eliminate them have been proposed. It has been established that corruption crime
in the security and defense sector is a specific type of organized crime of the
political-criminal level of institutionalization, which is reproduced in the activities
of the security and defense forces, is associated with embezzlement
(appropriation, embezzlement) of budget funds and other property as part of
defense procurement , as well as outside them, in the field of property
management. This type of crime is an ambivalent political and economic criminal
phenomenon. On the one hand, it is the embodiment of immanent defects and criminogenic effects of the functioning of the country's political system, on the
other hand, by means of feedback, it feeds and stimulates these same defects and
dysfunctions, preserving established corruption schemes of embezzlement of
budget funds. Corruption schemes are the heart of corruption crimes in the
security and defense sector.
