ADMINISTRATIVE AND LEGAL ENSURING THE DEVELOPMENT OF THE UNIFORM MEDICAL INFORMATION SPACE

Abstract
The scientific article is devoted to the problem of legal regulation of the
creation and operation of a single medical information space. The legislation
regulating the operation of the electronic health care system was studied. The
works of scientists in the field of medicine, public administration and law
dedicated to the creation of a single medical information space were studied. The
legal principles of the electronic health care system have been defined. It is
proposed to define a unified medical information space as a system of exchange of
medical information between the management bodies of the health care system
and individual health care institutions using electronic means of communication.
The legislative and by-laws that regulate the legal status of the electronic
health care system, the list of registers that make up the central database of the
system, the conditions for connecting, stopping and disconnecting the medical
information systems of each health care institution to the central database, the
procedure for accessing information of individual registers and conditions for
protecting personal data of patients in the system. It is proposed to provide for a
