PRINCIPLES OF LEGAL SUPPORT OF STATUTORY ACTIVITIES OF INSTITUTIONS OF HIGHER EDUCATION

Abstract
The article emphasizes that a principle is a basic idea that underlies a
certain system, theory, method, or action. It is an integral part of any conceptual
framework that defines the basic rules, standards or principles that guide the
behavior, decisions or functioning of the system. A principle can act as a basic
concept that defines the main ways of acting in a certain context. It can be applied
in various fields, including science, technology, philosophy, morality, management
and other areas of life. It is noted that the principle of legal support of the
statutory activities of higher education institutions is a principle that provides for
the creation of legal conditions, mechanisms and tools to ensure legality and
security in the field of education. This principle is aimed at ensuring the
implementation of all legislative norms, rules and regulations related to the educational process, including the rights and obligations of higher education
students, teachers, administration of educational institutions and other
participants in the educational process.
It is argued that in the field of principles of legal support of the statutory
activities of institutions of higher education, it is expedient to single out the
principle of legality, which provides for compliance with the requirements of all
laws and by-laws regulating the activities of institutions of higher education; the
principle of transparency, which is reflected in the availability and openness of
information about the legal aspects of the activity of a higher education institution
for all interested parties; the principle of an individual approach; the principle of
professionalism and competence of legal support of statutory activities of higher
education institutions; the principle of confidentiality in the course of solving
individual issues; the principle of systematicity and integrity, which means that
legal actions and decisions must be included in the general strategic plan and take
into account the interrelationship of various aspects of the higher education
institution's activities; the principle of preventive activity, which consists in not
only responding to actual legal problems, but also avoiding their occurrence by
predicting potential risks and taking appropriate precautionary measures; the
principle of efficiency and economic expediency; the principle of flexibility and
adaptability; the principle of ethics and responsibility.
