CHARACTERISTICS OF THE LEGAL BASIS OF PROVIDING CIVIL PROTECTION AT THE REGIONAL LEVEL

Abstract
It is emphasized that the system of normative legal acts, which make up the
legal basis of civil protection at the regional level, is most expedient to consider
depending on their legal force. It is argued that the international legal framework
for providing civil protection at the regional level is aimed at regulating
international relations of Ukraine with other states on issues of conducting joint measures to counter emergency situations, exchange of experience and
technologies in this direction, improvement of national legislation, creation of
information systems and databases, etc. Such practical steps take place within the
framework of a complex intergovernmental partnership, the results of which are
important both for the entire country and individual regions. At the same time, it
would be fair to point out that, despite such a wide range of normative sources, to
date, it is necessary to state that civil protection is not sufficiently regulated at the
regional level. And therefore, in this direction, rule-making activity should be
activated, both at the general state and regional levels.
