SIGNIFICANCE AND APPOINTMENT OF PROVIDING CIVIL PROTECTION AT THE REGIONAL LEVEL

Abstract

It was established that regional security is a complex state of protection of
public and state interests, rights and freedoms of a person and citizen, as well as
the absence of dangerous factors that can affect the normal life process of the
population of the relevant territory and the functioning of state administration
bodies.
It was found that the tasks of providing civil protection at the regional level
are the following: protection of the population of the region from emergency
situations and dangerous events of various nature; support of regional stability in
economic, political and physical-geographic terms, as well as minimization of
negative consequences in case of their occurrence; correction of the consequences
of emergency situations and dangerous events that affect the social and technical
infrastructure of the region, the normal course of life of the population, the moral
and psychological state of the inhabitants of the relevant territory, etc.;
organization and personnel support of activities of authorized subjects in the field
of civil protection provision; formation of the regulatory and legal framework for
civil protection at the regional level, as well as the proper mechanism of legal
regulation of social and legal relations that arise in the course of the relevant
activity; establishment of intra-state and international ties and partnerships for
innovative development of civil defense in the territory of certain regions.
