HISTORICAL AND LEGAL ANALYSIS OF THE DEVELOPMENT AND ESTABLISHMENT OF THE SECURITY SERVICE OF UKRAINE AS A LAW ENFORCEMENT AUTHORITY

Abstract
The article is devoted to the fact that the events of 2014 revealed many gaps
in the work of the Security Service of Ukraine, which showed that this department
is not able to perform its duties effectively and efficiently at a high level and
ensure an adequate level of national security. Numerous corruption scandals,
cases of SBU employees clearly defecting to the enemy in the occupied territories
of the East of the country, the inertness of actions to protect the rights and
freedoms of citizens in the aspect of hybrid warfare, groundless cases of pressure
on business and obstruction of legitimate economic activity - all this led to the
emergence of new discussions with the reason for restructuring the SBU and
limiting its functionality due to the exclusion from the competence of this
department of all areas of activity that are not directly related to the process of
supporting national security.
It was concluded that the development of the Security Service of Ukraine
took place during the entire period of independence of our state, clearly
corresponds to democratic shifts in its policy, as well as the chosen European-
oriented vector of development. The history of the construction of the SBU has
shown that the top leadership of Ukraine seeks to create an effective law
enforcement agency with special powers, the work of which will be directed, first
of all, to ensuring the rights and freedoms of the Ukrainian population, and not its
total control. Taking this into account, the departments of state protection,
intelligence and ensuring information protection were separated from the
structure of the Service, due to which a body with a clear range of functions and
powers was formed. At the same time, today the SBU is still at the stage of
evolution, because the new geopolitical situation and the armed aggression of the
Russian Federation against our country call for a change in the forms and
methods of work of this agency.
