FEATURES OF THE IMPLEMENTATION OF THE POLICE FUNCTION OF THE REPUBLIC OF POLAND AT THE LOCAL LEVEL

Abstract
The article is focused on a comprehensive analysis of the implementation
specifics of the police function of the State at the local level, which is considered to
be an integral part of the system of ensuring legal order and security in the
Republic of Poland. The organisational structure and powers of territorial bodies
involved in its implementation are considered.
It is noted that it is the local police that plays a key role in maintaining
public order, preventing crime, protecting the rights and freedoms of citizens, and
also in interaction with local self-government bodies and the public. Also the legal
framework for its functioning, specific duties and tasks, as well as current
challenges facing territorial law enforcement agencies are outlined. Moreover, it is
emphasised that the effectiveness of police work at the local level directly affects
the level of public trust in law enforcement agencies and the stability of society as
a whole. This article is focused on the prospects for the development of local
police in the context of globalisation, technological progress and changes in public
expectations of law enforcement agencies.
Additional emphasis is placed on the problems and prospects of
‘denationalisation’ of certain police functions of the Polish state and their transfer
to self-governing bodies and subjects of private law (non-state) relations. Non-
state law enforcement entities include, for example, municipal (city) guards,
security firms, detective agencies, etc.
Furthermore, it is emphasised that the ‘denationalisation’ of the police law
enforcement function in the Republic of Poland is based on the need to free the
police from functions which can be performed by other (including non-State)
entities, and also on the desire to provide citizens with the opportunity to directly
participate in improving the level of security in society. Finally, it is argued that
the involvement of private legal entities in law enforcement activities objectively
contributes to the expansion of strategic capabilities of society and the State in
combating offences.
