COMBATING CORRUPTION CRIME IN THE SECURITY AND DEFENSE SECTOR OF UKRAINE IN THE FOCUS OF TRANSITIONAL JUSTICE TASKS: LEGISLATIVE CONCEPTS

Abstract

The article is devoted to the study of ways to increase the efficiency of post-
war transit through the decorruption of the security and defense sector of
Ukraine. It is established that sectoral anti-corruption strategizing should be
integrated into the functionality and tasks of a higher-level mechanism of
organization and management both in the field of combating crime and ensuring
compliance with the rights and freedoms of citizens, restoring violated rights, and
ensuring criminological security during the transition from a state of war to a
state of peace. In order to synchronize the anti-corruption and transitional
(transitive) policies of the state, it is proposed to develop and adopt the Law of
Ukraine "On the Principles of State Policy of the Transitional Period", in which one
of the directions of implementation of the specified policy, in terms of institutional
reforms, is to normatively consolidate the fight against corruption in the security
and defense sector. The expediency of institutionalizing criminological
examination of regulatory legal acts and their drafts and criminological
monitoring of the effectiveness of legal regulation in the security and defense
sector of Ukraine is substantiated.
