CHARACTERISTICS OF LEGAL PRINCIPLES FOR PROVIDING QUARANTINE AND ANTIEPDEMIC MEASURES

Abstract
It was found that the legal basis for ensuring quarantine and anti-epidemic
measures is a set of regulatory legal acts of various legal force, the provisions of
which regulate the activities of authorized state authorities and local self-
government bodies in organizing and implementing quarantine and anti-epidemic
measures throughout Ukraine or in its individual administrative-territorial units.
It was concluded that today the system of legal principles for ensuring
quarantine and anti-epidemic measures consists of: the Constitution of Ukraine,
laws and subordinate legislation. The last two groups of regulatory sources
contain, mainly, the norms of administrative law, because they: regulate state
regulatory policy in the field of health protection and public health support;
determine the legal status of state authorities and local self-government bodies in
these areas; ensure the organization and implementation of quarantine and anti-
epidemic measures; outline mechanisms for control and coordination in the
implementation of the latter; approve the procedure and features of quarantine
and anti-epidemic measures under certain conditions and objective
circumstances, such as the COVID-19 pandemic; regulate other administrative and
legal issues related to the work of authorized entities.
