SUBJECT OF SUPERVISION (CONTROL) OVER COMPLIANCE WITH STANDARDS IN THE FIELD OF HEALTHCARE

Abstract
The article emphasizes that supervision (control) is effective only if its
subject and boundaries are defined, which allows to outline the range of
problematic issues and direct managerial influence, available forces and means to
gradually resolve these issues.
It is argued that the subject of supervision (control) is inextricably linked to
a certain management system, within which the corresponding control is
implemented. Thus, the subject of supervision (control) is essentially a projection
of the goal, objectives, values and principles of functioning of this system onto a
certain aspect of the activity subject to regulatory influence.
The emphasis is on the fact that the understanding of the subject of control
may change depending on what guidelines the supervisory body has, the values
that underlie its implementation. In this context, we are talking about the fact that
the basis of control may be either a desire to improve, help, or exclusively the
identification of shortcomings, officials or employees of structural units who have
committed them.
It is emphasized that under the subject of supervision (control) of
compliance with standards in the field of healthcare, we understand the
projection of the goals, objectives, values, and principles underlying the
healthcare system onto the daily practice of functioning of healthcare institutions,
which is inextricably linked to the current processes of reform and digitalization
of the healthcare sector, the provisions of current regulatory legal acts, and is
aimed at maintaining the appropriate level of quality of medical care in healthcare
institutions.
