THE CONCEPT AND FEATURES OF QUARANTINE AND ANTIEPDEMIC MEASURES AS AN OBJECT OF ADMINISTRATIVE AND LEGAL PROTECTION

Abstract
It has been established that quarantine and anti-epidemic measures are
active, legally significant, publicly authoritative actions of authorized state and
municipal authorities, which are aimed at overcoming a common range of
negative phenomena for both groups of subjects that threaten the health of the
state's population, but differ in internal content and procedure for application. It
has been found that quarantine measures are special administrative, medical,
sanitary and, including, anti-epidemic measures of the legal quarantine regime,
which are mainly of a restrictive and coercive nature and are applied on the
relevant territory of the state within clearly defined time and quantitative
frameworks in order to counteract the spread of infectious diseases, stop
epidemics, as well as prevent mortality and harm to the health of the population
of Ukraine. In turn, anti-epidemic measures should be interpreted as a set of
special administrative, medical, organizational and other necessary measures of a
preventive, preventive nature, which are applied in the territory of the country or
in individual localities to maintain a high level of sanitary and epidemiological
well-being, prevent the occurrence of epidemics and infectious diseases, their
determinants, as well as minimize the impact on the health of the population of
other negative environmental factors.
