PECULIARITIES OF ENSURING THE RIGHTS, FREEDOMS AND LEGITIMATE INTERESTS OF CITIZENS BY LOCAL SELF-GOVERNMENT BODIES IN UKRAINE UNDER MARTIAL LAW

Abstract
The article considered certain features of ensuring the rights, freedoms and
legitimate interests of citizens by local government bodies in Ukraine under
martial law. It is argued that in such conditions there was a rethinking of the
social significance of public service, as real risks to the life and health of local
government employees (officials), new security issues regarding the restoration
of damaged or destroyed infrastructure, the organization of the educational
process in such conditions, and the social problems of internally displaced
persons, veterans, military personnel and their family members in communities
have become more acute. The essence of such a feature as the interconnection of
local government bodies in Ukraine under martial law with state authorities and
higher education institutions in the course of ensuring the rights, freedoms and
legitimate interests of citizens was considered, and in this context, consultative
online meetings for representatives of local councils and residents of territorial
communities of Vinnytsia region were studied. Other features include the
innovative approaches of local governments and the leading role of regional
associations of local governments in generalizing, analyzing, and disseminating
positive practices in ensuring the rights, freedoms, and legitimate interests of
citizens among territorial communities.
