THE SYSTEM OF ENTITIES OF ANTI-CORRUPTION IN THE STATE AUTHORITY BODIES OF UKRAINE AND THE SPECIFIC FEATURES OF THEIR ADMINISTRATIVE AND LEGAL STATUS

Abstract

The article emphasizes that the administrative and legal status of anti-
corruption entities in Ukraine is determined by their functions, independence,
regulatory regulation and responsibility. The effectiveness of anti-corruption
depends on the coordinated work of these bodies, the improvement of legislation
and ensuring their independence. It is stated that the system of anti-corruption
entities in the state authorities of Ukraine is complex and multi-level. It includes
both bodies that perform control functions and individual officials who have
direct contact with citizens, legal entities and civil servants, which ensures the necessary level of transparency and accountability of the authorities. It is argued
that, in addition to the main anti-corruption bodies, the system of anti-corruption
in Ukraine also includes other state authorities and local self-government bodies.
Each state authority and local self-government body is obliged to comply with
anti-corruption legislation and implement appropriate measures in its activities.
In such bodies, units are created or authorized persons are appointed for the
prevention of corruption, who monitor compliance with anti-corruption norms.
It is noted that the business environment is also involved in combating
corruption through participation in mechanisms such as the Business
Ombudsman Council, which considers complaints from entrepreneurs about
corrupt actions by state authorities, as well as through participation in the
activities of the European Business Association, which promotes the transparency
of business. In the context of improving the administrative and legal status of anti-
corruption entities, it is determined that it is important to introduce international
mechanisms that allow for mutual control over the implementation of anti-
corruption measures at different levels. An integral part of this work is the
constant reform of institutions that combat corruption, ensuring their
independence, transparency and accountability.
