CONCEPT AND FEATURES OF PROFESSIONAL TRAINING OF POLICE OFFICERS IN UKRAINE AS AN OBJECT OF ADMINISTRATIVE AND LEGAL REGULATION

Abstract

It is emphasized that professional training is a process of obtaining specific
knowledge and developing skills by a person, which is purposeful in nature, in
order to prepare him to benefit a certain organization in terms of effectively
fulfilling the goals and tasks set for it. Professional training is systematic in nature,
meets the dynamics of the organization's needs for specialists who have
knowledge and skills adapted to changes in technology and social relations.
It is found out that professional training of police officers is an organized
process regulated by administrative and legal norms of forming the professional
readiness of police officers to effectively perform the tasks of the National Police
by acquiring knowledge, skills and abilities adequate to the current requirements
of reality, which are subject to systematic updating in accordance with modern
challenges and threats.
It is argued that the functional tasks of the police are decisive in relation to
the content, forms and types of professional training, personal and qualification
requirements (knowledge, skills, abilities) of police officers. Among the features of
professional training of police officers, it is advisable to highlight: firstly, specific
subjects - educational institutions with specific training conditions; secondly,
training is focused on a special category of persons who have taken the Oath;
thirdly, the presence of a special range of forms and methods of training; fourthly,
the presence of a significant number of departmental regulatory legal acts that
directly regulate the requirements, content and organizational conditions for the
implementation of training.
