Abstract

The article emphasizes that public safety and order as a subject of
interaction between entities performing tasks of ensuring public safety and order
in Ukraine is a complex, multifaceted category that encompasses both legal and
socio-political, managerial, organizational and ethical dimensions. This category
defines not only the sphere of activity of the relevant bodies, but also the system of values of a democratic society, which is based on human rights and freedoms,
the rule of law, openness and responsibility of government, and active
participation of citizens in the formation of a safe environment.
It is established that public safety is not only the result of the functioning of
the state apparatus or the law and order system, but also an indicator of the
general level of development of a democratic society, in which human rights,
legality and security act as interrelated and interdependent values. It is the
foundation of public peace, stability and a prerequisite for sustainable social,
economic and political development of the state.
It is noted that public safety and order as a subject of interaction between
subjects is not only an object of organizational or managerial attention, but also
an integrated system that reflects the level of maturity of the state, its ability to
protect citizens, create safe conditions for the development of the individual,
community and society as a whole. The formation of an effective system of such
interaction is one of the key prerequisites for stability, trust in government, the
rule of law and the progressive development of Ukraine as a legal, democratic and
social state.
