THE SYSTEM OF SUBJECTS OF COMBATING CRIMINAL OFFENSES IN UKRAINE AND THE SPECIFIC FEATURES OF THEIR ADMINISTRATIVE AND LEGAL STATUS

Abstract
The article emphasizes that the modern system of crime prevention subjects is multi-level, institutionally branched and dynamic, as it is formed under the influence of domestic political transformations, the needs of society, the international obligations of the state and current security challenges.
It is established that effective counteraction to criminal offenses is impossible without a clear demarcation of powers between authorized subjects, ensuring their specialization and interaction. Subjects of the system, despite differences in tasks, organizational structure, methods of activity and formal subordination, must act in a consistent and coordinated manner, adhering to a single strategy for ensuring legality and law and order.
It is argued that each subject of crime prevention in Ukraine has its own unique administrative and legal status, which determines its competence, subordination, powers, rights, obligations, mechanisms of responsibility and guarantees of independence. This status is based on both general norms of administrative law and special legislative acts that regulate the activities of a particular body.
It is emphasized that the effectiveness of countering criminal offenses depends not only on the formal regulatory and legal principles of the bodies' activities, but also on their real ability to act professionally, impartially, honestly and within the law. This, in turn, requires constant improvement of the staff, upgrading of employee qualifications, introduction of modern management and digital technologies, strengthening of ethical standards of service. Increasing the level of public trust in law enforcement agencies is an equally important task, which is achieved through openness, reporting and real involvement of citizens in security processes.
In the context of modern challenges associated with ongoing armed aggression, hybrid threats, the growth of organized and transnational crime, cybercrime, corruption, the system of countering entities must demonstrate the ability to adapt, update and respond flexibly.
