Abstract

The article, based on the results of a general analysis, reveals the content of 
special measures aimed at ensuring the rights of the child as a participant in 
digital relations in terms of combating cybercrime and involvement in illegal 
activities. In particular, this includes taking measures to demonstrate to 
participants in the digital industry that they care about children's safety in the 
digital environment, creating an awareness system for children about existing 
risks in the digital environment, acquiring skills for parents, teachers, and social 
workers to identify existing risks to the safety and health of children in the digital 
environment, cultivating public intolerance to violations of the rights, freedoms, 
and safety of children in the digital environment, introducing standards for safe 
and secure use of the Internet during the educational process and in the child's 
everyday life, filtering content and services available on the Internet during the 
educational process and in the child's daily places of residence, introducing 
mechanisms for reporting and responding to content and services in the digital 
environment that violate the rights of minors or are aimed at involving them in 
illegal activities, improving liability for crimes or attempted crimes committed in 
the digital environment, working to improve the procedure for bringing to justice 
for crimes or attempted crimes committed in digital environment and victims in 
which there are children, the creation of a system of assistance to child victims, 
child witnesses of crimes committed in the digital environment, and their parents. 
Based on the analysis of the provisions of the current legislation, which 
regulate state policy in the field of ensuring the rights of minors as participants in 
digital relations at the level of the national legislative system of Ukraine, the 
conclusion is substantiated about the insufficient legal provision of children's rights in the digital environment. Attention is focused on the expediency of 
intensifying work on the development and implementation of clear organizational 
and legal measures aimed at practical correction of the current situation. In the 
future, this will become a guarantee of the effectiveness of developing an optimal 
legal mechanism for ensuring the full rights of a child as a participant in digital 
relations and the most beneficial use of the capabilities of the Internet and 
cyberspace for the comprehensive and full development of children.
