Abstract

The article is devoted to the study of the criminological principles of the 
implementation of the State Anti-Corruption Program. The latter is a key tool for 
implementing the Anti-Corruption Strategy. It was found that the program is not 
built on a formal list of laws, but on a problem-oriented approach. From the point 
of view of criminology, this means a transition from combating the consequences 
to neutralizing criminogenic factors. In general, the program covers 15 areas with 
a high level of corruption risks, provides for the solution of 73 problems and the 
implementation of more than 1,100 measures. Its main goal is to reduce the 
volume of the “corruption market” and the formation of public intolerance to 
corruption. The program focuses on digitalization as the main tool for eliminating 
the “human factor”. An important place is occupied by the function of eliminating 
discretion: minimizing the opportunities for officials to act at their own discretion 
through the automation of services (especially in construction, land relations and 
customs). A separate direction of reform is ensuring transparency in the movement of resources: the introduction of electronic management systems for 
state property and natural resources. The need to introduce a system of 
criminological monitoring of the status of program implementation is 
emphasized.
