DIRECTIONS OF INTERACTION BETWEEN THE STATE BUREAU OFINVESTIGATION AND OTHER ANTI-CORRUPTION ENTITIES IN UKRAINE

The article examines the directions of interaction between the State Bureau
of Investigation and other anti-corruption entities in Ukraine, which is one of the
key tasks for ensuring the stability, democratic development, and rule of law in
the state. The complexity and multifaceted nature of the area under study are
emphasized, noting that the effectiveness of anti-corruption activities largely
depends on the coherence of actions between the State Bureau of Investigation
and other bodies authorized to undertake anti-corruption measures.
Organizational, legal, and practical aspects of cooperation between the State
Bureau of Investigation and the National Anti-Corruption Bureau of Ukraine, the
National Police, the Prosecutor’s Office, the Security Service of Ukraine, the courts,
and other anti-corruption policy actors are analyzed. Considerable attention is
paid to issues of coordination, information exchange, the joint conduct of
operational and investigative actions, as well as the improvement of the
regulatory and legal framework for such activities. The main directions of
interaction are defined, among which special emphasis is placed on ensuring
effective pre-trial investigation of corruption-related criminal offences. The
positions of scholars regarding the nature of the directions of interaction are
explored, their substantive and regulatory aspects are revealed, as well as the
targeted purpose of coordinated actions by anti-corruption actors. The author’s
vision of the directions of interaction between the State Bureau of Investigation
and other anti-corruption entities is formulated as a set of vectors of coordinated,
purposeful actions defined at the regulatory and legal level, ensuring a
comprehensive, effective, and coordinated approach to combating manifestations
of corruption. Such actions include information exchange, joint operations,
analytical work, the development of joint strategies and prevention programs.
The necessity of overcoming duplication of functions, creating effective control
mechanisms, improving coordination and information exchange procedures, and
raising the professional competence of employees of the relevant bodies is
highlighted.
